The Ministry of Justice (MoJ) has one of the largest property portfolios in the public sector, with over 90 courts and office buildings located across Aotearoa’s towns and cities. This is an exciting time to join the Ministry with a number of projects in their early design stages.

The Ministry is implementing a strategy to revitalise courts infrastructure, so that Courts reflect the communities they serve as well as addressing safety, accessibility, whānau and victim needs. The Ministry is engaged in co-design with Māori for some new and upgraded buildings.

The General Manager – Property reports to the Deputy Secretary, Corporate and Digital Services, and provides leadership and delivery management of the Ministry’s property strategy, programme and services.

If appointed you will lead over 60 staff through six direct reports, as well as managing a range of outsourced / provider relationships.  Growing capability across the property team will be a primary area of accountability.

All construction (and most design) work is outsourced. The role has oversight for a significant operational budget for property maintenance, as well as capital expenditure for new and upgraded buildings. Deep expertise in project and programme management, involving multiple workstreams with varying levels of complexity and risk, will be a critical success factor.

Nuanced communication skills and political acumen will also be crucial, given you will manage relationships with multiple stakeholder groups. These include internal customers, the judiciary, iwi organisations, Ministers, construction firms, central and local government organisations.

The role requires an experienced public or private sector senior leader with experience in and passion for the property, construction or wider infrastructure sector. The following will also support your success:

  • Capacity to provide strategic and thought leadership, and drive cohesion across work streams
  • Proven track record in the delivery of complex property programmes on time and to budget
  • High levels of resilience gained from working in delivery-centric roles within complex organisations
  • Proven capability to manage people, financial, technical and other resources.
